So, what is the scale of preference?

The federal government says it will commence disbursement of the recovered $322 million Abacha loot through Conditional Cash Transfers (CCT) to 302,000 poor households in 19 states in July.

The 2019 election is around the corner, and we can all remember when Mr President lamented that he is afraid of 2019 because the opposition has so much money.. the money is not going to any poor household/homes, how do you determine who is poor when Nigeria already overtake India in poverty level, meaning that 80% of 200million people are below the poverty line.
